Combat groups who want serious anti-ship firepower without a full capital ship. An aspiration warship you work toward, not a starter.

Organise the gunship crew first

Plan the group and its combat objective before the pledge. The Perseus is a heavy gunship, not a larger general-purpose starter. Ask who will operate the turrets, who will handle support tasks and how often your group actually meets. Compare its role with the torpedo-focused Retaliator instead of choosing from hull size alone.
